Omaha Police Department Might Develop Further with New “Executive Deputy”

The Omaha Police Department may develop further if police chief Todd Schmaderer is given his recommendation to promote one of his deputies to “Executive Deputy Chief of Police”.

A new ordinance before council states, “The Chief shall have sole discretion to name and remove the Executive Deputy Chief designation”. The chief of police would also determine the administrative and supervisory duties for this role, receiving “additional pay 6% of that employee’s base pay” while serving in that designation.

Todd Schmaderer approached the law department and the human resources department of Omaha for discussions on creating an executive deputy chief position in the Omaha Police Department. This led to a formal request to create the role of “Executive Deputy Chief”, where Chief Schmaderer could designate one of the current Deputy Chiefs as a managerial assistant, who would serve as Chief of Police if Schmaderer were unable to fulfill his duty. The Omaha police leadership is as follows:

  • Todd Schmaderer, Chief of Police
  • Michele Bang, Deputy Chief of the Police Services Bureau
  • Scott Gray, Deputy Chief of the Uniform Patrol Bureau
  • Gregory Gonzalez, Deputy Chief of the Executive Services Bureau
  • Ken Kanger, Deputy Chief of the Criminal Investigations Bureau
  • David van Dyke, Deputy Director of the Technical & Reporting Services Bureau

A formal request was submitted to the Omaha City Council by the Mayor of Omaha, Jean Stothert. Deborah K. Sanders the Human resource Director initially placed the request, while Steve Curtis the Finance Director, approved it as to funding.

The proposed change was approved by the personnel board on February 25, 2021, and subsequently advanced as stated. There will be public comment on the ordinance on Tuesday, March 30 at shortly after 2:00 PM in the Civic Center, Legislative Chambers. See agenda here, item #63.
